Is there any mod that turns off the artillery penalty system?

I doubt it,since this feature was just implemnated last patch.
No more womping the field with ridiculous amount of
arty firepower without any penalty.

Not wise anyway, as it gives the AI much more buy points,(ie more grunts!) so really it's a bombarding everything game and not tactical at all.

I recall when playing a PBEM opponent, we usually would come to an agreement that the artillery purchased could not exceed a certain percentage of the Force Value and some guys would additionally exclude certain artillery pieces.

I think it was Suhiir (http://forum.shrapnelgames.com/showthread.php?p=821239&highlight=artillery#post821239) who pointed out in another thread that the heavy reliance on massive arty fires in Vietnam by US forces may make it difficult to design historical scenarios given the arty penalty assessment, as I recall the point of his post. Although, the arty penalty system may adversely impact Vietnam or other US historical scenarios, I would favor a system that restricts artillery above a certain percentage of force value, say 12%. Furthermore, a designer may mitigate the affect of the arty penalty in US historical games by some other method, such as allocation of Victory Objectives and point values or modification of enemy unit costs.

On balance, the arty penalty assessments seem an equitable balance between massive purchases of artillery on one hand and limiting artillery purchases altogether on the other.

If designing a scenario with heavy prebombardment buy it as general or direct support.
If that doesn't work try restricting ammo slightly & reducing cost drastically for those arty units assigned for that.

Thanks. I play solitaire so I'm penalizing myself. I put together my own scenarios. I do a lot in Vietnam. Broken Arrow situations are a pain now.

As mentioned above Vietnam type scenarios are a bit of a problem with the artillery penalty system.

I.E. An infantry platoon/company being supported by an artillery battalion plus air support.

Just one of "those things" we have to live with since it's a non-standard scenario (game wise).

And since its a scenario - the designer can always adjust the points values of the artillery units if so desired.

And aircraft aren't counted towards the arty overload in any case. They have their own limit (flight count).

I was under the assumption artillery and air were lumped together.
