Command vehicle does nothing, it has no role, treat like any other vehicle of that type.

EW is used by aircraft helicopters & AA units.

AA units must defeat the EW of the unit it is firing at or suffer a big to hit penalty.
Higher EW is therefore better.
Represents countermeasures like flares.

As Imp said, The EW (Electronic Warfare) rating of an aircraft or helicopter represents both ECM (Electronic Counter Measures) and Physical counter-measures (eg Flares, chaff, etc). The EW rating of an AA unit represents the unit's ability to effectively shoot at the target - ECCM (ELectronic Counter Counter-Measures), Tracking, Predictors, etc.

Game Guide -> Encyclopaedia Screen -> Weapon -> EW

Of course EW is used from AA units against the EW on target aircraft.. Duh!. It's the ratio of target to shooter EW that decides whether the jamming works one way (or the other).

Plane with 0 EW against OSA of 7 - missile fires at standard chance since there's no jamming whatsoever.
Plane with 1 EW has a tiny chance of a successful jamming of the missile (ratio is 1 to 7 against the plane)
Plane with 7 EW has an equal(ish) chance (7 v 7 = 1.0 ratio)
Plane with 9 EW has a fair chance of jamming the OSA (9 plays 7 against the SAM)

If the EW works for the target aircraft then you'll see the Hit chance reduced to XX% by EW message as the missile is fired at the plane.

EW has nothing to do with the pilot evading the SAM - that's entirely up to pilot skill and luck rolls. A SAM can be spoofed by EW and also dodged for a combined much lower hit chance.

Bigger EW values are better. 0 is none. It's hardly rocket science.

i know that check the manual i don't understand how work on aa units for example i see the message in game if aircraft or heli hit by sam defencive manoeuvres lowers accuracy XX%
and ew low xx% if any aa unit take attack from missile i dint see something that i ask and sorry for all that question

It does not work for fire at the AA unit.

It works when an AA unit fires at air with EW as already explained
