US OOB 12 and France OOB 6: speed for M4 81mm MMC

M4 81mm MMC seems to have speed 18. Perhaps it should be 24 (or 23) as for the other US halftracks?

This unit can be found at:
- US OOB 12 as unit number 102
- France OOB 6 as unit number 133

China as well........ and the French version had the correct ammo load..... corrections entered

I hadn't even thought about checking the Chinese OOBs for this. I tend to keep on forgetting how much US equipment they ended up getting.

Maybe I should play more often as the Chinese, so I would know better what all equipment they have.
