Deleting victory hexes?

I'd like to play a battle that is centered around only one group of victory hexes. I usually use the 3 groups of seven victory hexes each. Is it possible to delete 2 of those groups? I didn't see anything about this in the manual. Thanks

Please disregard the above. The AI needs 21 victory hexes, they can only be moved. Thanks anyway.

You can stack them on top of each other in the same hex to get one group of 7---three per hex
