Both my opponent and I have some snipers. They're identified as platoon leaders (PL). We both noticed that that many start turns with from 6 to 12 suppression, which in some cases is enough to pin them. Since they're PLs there are no 'out of comm' situations, so what's causing them to get the suppression? None have been fired upon when this happens.

They can be out of contact of their superior HQ, especially if they do not have radios. Links to a higher HQ are as valid as in-platoon comms. If out of command and control, suppression may occur.

Also - are they sitting in fire hexes (e.g. burning trees, buildings)?. Fire causes suppression, and can case damage (though not as lethal as in the original game, where elements would "melt" if left in a flamed hex).

Has a friendly unit been killed within 250-300m, especially a tank brewing up?. Friendly losses cause suppression.

Did artillery fire nearby? - shells have a blast radius, so can effect several hexes away from the bang. In addition, an air strike or MRL strike has a wider morale effect than ordinary HE bombardment.

Are no friends nearby (250-300m)?. Units can get lonely if left isolated, especially those with low exp or morale.

Rather unusual to have a sniper as PL, being lone wolves they don't often have radios in WW2 and out shout range;)

There were no 'out of comm' messages. They all reported to the A0 so were out of range.

No fires involved.

Does the killed unit have to be visible for the effect? The snipers were moving through forested terrain and couldn't see anybody, friendly or enemy.

As per above, there were friendlies nearby but not visible.

The friends destroyed only need be nearby.

There is no "out of comms" message for the higher HQ. Those messages only are shown for in platoon links. (Or by inference, arty units that do not show on the bombardment screen).
