I've read the help documentation pertaining to PBEMs and the file exchanging process, a few PBEMs have also been played that have worked fine too.

The question here is, does one need to continue trading the two map files (and reloading them before every turn) throughout the game?

Of course not. You only need to send the map to the other player if he doesn't have it installed.

And I think, not even then since the map data will be sent wrapped up in the PBEM data file from the originating player. Not something we have tested, but someone who PBEM games using set maps may have some knowledge of, or a simple test with your opponent could determine.

As soon as you set up the game and email the PBEM data files, other player doesn't requires to actually have the map/scenario installed. The PBEM data files contain everything.
