Hey guys,
I was playing as Syria and noticed that it's aircraft strikes/helicopters only seemed to be available in the modern era from 2017 with none during the 00s or 90s etc? That doesn't seem right?
Can anyone confirm they have access to aircraft for Syria in 2016?

I don't know why you are not seeing them unless you have preferences set to no air...this is what I see for Syria in 1995

and this is 2016

I had a look, using the battle setting, and I found that sometimes Syria would have air strikes, and sometimes not. I tried at 1967 and also 2000. I also tried for the US, USMC and UK in 1967, and they did not always get air strikes.
They exist in the OOB, per mobhack.
The manual seems to imply that air strikes are not always available - in places it says "if" you are allocated air points.
I also read that if visibility is low, you may not get air strikes, especially in earlier years. And the visibility setting was low when I was trying this out.

Btw, is that depending about visibility? If it's above 50% then airstrikes allowed. If it's under 50% then not available? I'm not sure about this... Don can you confirm this?

If you have air sorties set to XXX in preferences the amount you get varies from battle to battle.
As far as I know visibility, force size, nation & time frame play a part but its then randomised.
Certain dates as in RL conflicts supported by the game give results along the lines of the conflict so if one side had air superiority it would be far more likely to have air availble.
If you specifically want air for a side in a battle then enter the number of sorties you want.
Campaigns always use XXX

I overlooked the obvious the first time around.
Yes, if air sorties is set to XXX you might get them, you might not. I either want one side to have the choice or not so I generally leave those numbers at either zero or 10 for testing purposes.......rarely use XXX BECAUSE of the variability in testing

Wouldn't a simple few tests have gotten you your answer quicker ?
AFAIK there is a greater chance of NOT getting air in low visibility with the setting XXX...... I think.........but if you specify you want air you will have it offered

Low vis (less than 20) if air strikes are set to XXX will result in a lower chance of assigning air for the side assigned XXX, as it is night or poor visibility.
XXX uses the nation's air number compared to the other nations air number plus weather to determine assigned strikes. So if you play an enemy with a low strike number (e.g. Syria) against a nation with a high number (e.g. Israel), you will rarely see air strikes offered, and if so, maybe 1 or 2.
(Unlike the original SSI code, where if you were granted air strikes then the other side was guaranteed to have none (So you could skip flack buy if so) - both sides can have air in our games.)
