It one is designing a scenario with the Cd version of the game, is there any feature that should not be used to ensure use by all WINSP users?

Not sure exactly. I design with CD in mind taking advantage of the CD extended features. I believe the scenario will be compatible to non CD users, although the non CD user may loose certain features that really enhance gameplay. Such as opfire filtering.

Non CD players can use the opfire filter pre-determined by the designer, but their only option is to abandon it (forget which key) rather than adjust it. After ditching it, then they would use the normal Y key functionality.
Timed objective scenarios may be playable by a free game user, I think.
A scenario with a planned programmed fire bombardment also should work as well.
I think a singleton scenario with Georgia should work if a fee demo game user was to play it. It's purchasing that would not work - so a user campaign using Georgia as core would only be of use to a full game owner.
