This is a question for the gentlemen who run the game.
Is it possible to raise the possible value of Victory hexes above 250 to say 500?
I think the game, does not always put enough value on taking terrain features and objectives, especially in larger scenarios.

Each V-hex is assigned a byte. A byte is 0-255 if an unsigned value. Any change would be a complete redesign of the game, practically speaking.
In any case, terrain features aren't worth losing too many men over. The main way to win in this game is to kill more enemy than you lose. Any V-hex points on top of that is just a bonus.

If I remember correctly you can stack victory hexes on top of each other to increase the value of one hex.

That would be yet another complete fundamental change to all existing game data, Scenarios, save games etc and ongoing games and campaigns, and all user campaigns now alles kaput, requiring a massive data massage exercise. So effectively a new game.
And you may as well then just change the variable to a byte (your original query) as simpler than than having to figure out what knock-on effects your new maximum number would now make to AI pathing, random V-hex placement etc
