There seems to be two different units for the USA called "Bazooka Team" - 062 and 171. I can't find any difference between them besides the picture and the date available.
Am I missing something?

They aren't available in overlapping dates. And the early one has a rarity code of X1, so even when available some other sort of inf-AT team may be chosen instead, if more common. Rarity code is discussed in the Mobhack help, as part of the radio field.

That said, does the US OOB actually have any other inf-AT teams in the OOB before 1945, when the 57 and 75 mm recoilless rifles enter into use?
I am not at my home computer where the game is installed, so cannot check right now...

No, but for some reason the designer did it that way. It wont be removed, since that could affect existing scenarios. (Perhaps there was meant to be a rifle grenadier inf-AT team, since the bazooka was basically a rocket motorised version of the existing anti-tank rifle grenade?)

That set up is a legacy issue.12+ years ago the early unit was a 41 radio code and the later unit 60.
The bottom line is there is continuous coverage of the bazooka in the US OOB from 11/42 onwards and when it was originally set up the OOB designer made them a bit more rare for the first 4 months they were available
NONE of that makes any difference to anyone actually PLAYING the game as opposed to wandering though the encyclopedia or the OOB with MOBHack
EDIT---------and NO there were no other Inf-AT units in the OOB at that time but there *may* have been in earlier versions....... IDK my OOB record is only complete back to 2004 but he *may* have set it up that way simply because...at the time it was done......it made sense to make them a bit more rare for the first few months
