I have seen a few scenarios where the human player is told not to shoot at civilian units but does not seem to suffer a penalty for doing so.
Is there a way to assign a negative VP cost to these units? This would penalize the player for destroying them and would make it a challenge to drive them away without destroying them.

They are normally on your side cannot remember one when they are not. They take damage you lose points and you cannot target them directly

I have a scenario where I used reverse Polish logic because I wanted civilian casualties to count against the player.
What I did was use the editor to make all the enemy combat units zero cost/value and increase the cost/value of civilian units. Also I used only a single victory hex (so the AI knows where to go) with a zero value. Then made it clear as I could in the scenario notes you "won" this battle by losing (i.e. having the lowest possible score).
I can't say as it work "well" ... but it works.

I suppose it might be possible for one side to score negative - in that case the other gets a decisive most likely. One side may give away artillery overspend.
Though I am thinking of n ot charging overspend if it is a scenario (not a campaign though, as the user gets to buy troops in a campaign and we dont want him overdoing the srty there).

I'd appreciate that.
Makes it difficult to do some scenarios, US in Vietnam for instance, or a Soviet style assault.
