This popped up in one of my facebook feeds today:
"In the Soviet Union (mid-1960s) the demand for development of artillery river monitors was triggered by two factors – the existing WWII age vessels of Projects 1124 and 1125 became obsolete and rapidly deteriorating relationship with China that required increased protection of the border. All the developed vessels were targeted for the Amur River Flotilla.
Project 1248 Moskit (NATO – Vosh class), was a Command and Control coast guard patrol ship armed with one T-55 turret, 11 vessels were commissioned in 1979-84."

Looks like a 30mm CIWS (AK-630?) in the "upper turret" too.
EDIT: After a quick bit of google-fu: http://russianships.info/eng/borderguard/project_1248.htm
They are armed with the T-55 Turret complete with its main gun and co-axial MG, a AK-360, a couple of .50 cals, a grenade launcher and a couple of 140mm rocket launchers! not bad for a 120' boat.

Yikes, apparently the above wasn't enough so they created it's big brother:
Project 1208, Slepen (NATO: Yaz Class)
With two Tank turrets:

I think that is the same class of ship as post #1 from a different angle. There are many identical features

I mean it does make sense, stick a tank turret on a ship, and there you go.

You could well be right they are both "Yaz" - Here's a more side on view of the "Vosh" with the "upper" turret below the wheel house:
