This is no biggy.
Playing a ww2 campaign I'm 5 scenarios in and acheived 3 complete and 2 marginal victories but the scoring in the marginals looks wrong considering I held all objective and 80% odd of enemy was either routed or retreating.
The scoring was 1874 95
Art overload 408 299
2282 394
I think the only reason it was so low was due to scenarios ending before I could completely damage more units.
Is it possible to take into account routed/retreating units when calculating the score?

I think decisive is only awarded when you win by a factor of 7 or 8.
I also think you took too much arty, which kinda made it a lot more difficult to get decisive.

From the manual:
Your victory point score is calculated as: VP = (Total points from objectives) + (damage points scored on the enemy)
Your opponent gets the same calculation but obviously scores off your destroyed and damaged units, plus his victory hex points.
The 2 sets of VP are expressed as a ratio to determine victory. The victory result is then determined as follows
decisive victory - your ratio of points is 8 times the enemy's or greater
minor victory - your ratio of points is 2 times but less than 8 times the enemy's score
draw - whenever either side scores less than 2 times against the other side.
minor loss - your opponent scored a minor victory over you
decisive defeat - your opponent scored a decisive victory over you
Please note that partially damaged units count, so if you do 23 points damage on a 100 point AFV, your score 23 for that damage. So you DO get points for routing units as they are almost certainly damaged. and as pointed out you are giving away a great deal of points in the artillery overload.

Taking too much artillery if you are not an assaulter can tip the balance - as it seems to have done here.
Remember that ammo supply units count towards overload. Also any core arty (including ammo units) will increase in cost as they progress in a LC.

Yeah, I realize art to high, came from upgrading 75mm to 25pdr and some 4.5in.
No biggy as I said.
