Issue with scn 518 and 519 (west of Idlib 1 and 2)

I played these in the new patch and discovered that while the text is different, the units are exactly the same.

I think the wrong files may have been uploaded.

We were given duplicate scenarios for the upgrade and that corrects the problem.
