Is there are way to change the firing ranges of units for the second player before the first turn of the offensive player starts when playing hotseat or PBEM games?

While I have yet to figure out the advantages of setting firing ranges, one thing I do know if it is important to do so it should be important to set op fire ranges before the first turn.

You can set the units fire ranges with the Y key as usual in your deployment phase. And you can set op-fire filtering (if you have the full game) in the same deployment phase as well.

IF you are playing another Human with a hotseat or PBEM game then they can set up their defensive maximum fire range for their units using the Y key during the deployment phase as per Andys explanation.

That said in all the years we have been working on these games I don't think I have ever used that particular control

Figured out how do set firing range when setting up a battle but is there a way to set firing range from a stock scenario?

Yes

IF you want to change after starting the scenaio click on the unit you want to have a custom range then click on the third button down on the right side of the screen ...OR PRESS "Y"
Set the range you want and you are done. That unit will fire at the range you set

If you press the A key first you can change the whole formation. Don't forget to press it again when finished.
