So,

If I want to stop an army from moving, so that my army can attack it, what are my options? If I teleport someone in before the battle, I seem to recall that that works. But if I drop in some black halks, say, that does not?

please, ye sagacious ones, lend your wisdom to a layman.

You have to dump enough troops on them. Please note this is also the method to make the other army spend their gems. A late game way to strip mages of their gems... :D

You won't block an army with magic movement.

Lets say an army is going to move 2 provinces, say from A, through B, on to C;

If you teleport someone to B and take the province, then his army won't move because it no longer has a clear path to move to C. (unless he has another path to move there)

But if you just teleport the guy to A, the army will kill him and still move to C

Also, In the above example, If you teleported a guy to C and took it, then His army wouldn't move

Because You can't move 2 provinces on to an enemy province.

Indeed i forgot this option.

But you won't move block by targeting directly your opponent army.

No, it doesn't. But if two enemy armies move against each other then usually one of them will be blocked, on rare occasions they move through each other.

If you manage to assassinate the commander(s) leading troops with a spell or assassin those troops won't move obviously, and that can be a nice way to kill lots of mages (if you are attacked by a big army with lots of battlemages and you manage to snipe the commanders leading troops the mages will still attack you and have no troops to screen them, it's a rather luck based thing to do though as targeting is random)
