Commercial drones as attack aircraft

Inspired by the recent videos of ISIS using modified commercial drones to drop 40mm grenades on Iraqi army targets as per source:

Yeah, it's quite scary that now even insurgents can bring pain from above.

These micro UAVs have a huge potential indeed, and people with half a wit should have realized the most obvious uses. The question is whether they have the willingness & capital to exploit these uses. And ISIS being a cornered belligerent is no wonder to have utilized it in such a way.

I'd say it's just another form of NLOS weapon, if we're talking the game's universe.
