new map and scenario 100X100 TownVille

here is a new scenario and map for a meeting engagement in 50 turns.
it can be played from either side. there are 20 victory hexes to battle over in a central town with some armor, infantry and AT.
there are no airstrikes and limited mortars. it's a slugfest.
the file unzips to scenario396.
