Replacement LA Ulm needed for Silent Hill

Silent Hill needs a replacement LA Ulm. The position is among the weakest in the game, but stable. No one threatens Ulm at the moment and it's easy to get allies or choose a side in the war between MA Ermor and EA R'lyeh, which will likely decide your fate. Choosing the winning side will likely result in a large amount of provinces for Ulm and thus make the nation much more playable. Choosing the losing side will result in extermination. So it's likely that your situation will change greatly, should you choose to intervene in the war.
