Patch Level and New Mod Manual
 

I've seen references to 3.02, but when I looked I only saw a patch that takes you to 3.01.

Also, where is the new mod manual located? I checked the normal place, but it looks like that manual didn't change.

Sorry to be asking such stupid questions.... I feel like I missed a week of posts or something.

Ver 3.02 didnt get beyond the beta testers.

Yes, I haven't seen any activity on the Dom3 progress page either. Perhaps their doing some intense improvements to the AI and cannot list the improvement until it's completed.
It might also be possible that the devs are taking another 3 week vacation since they've been paid.

May be the case, though, that the devs are doing their day jobs and try to spend some time with their family and friends as well ... .

I've searched the manual and can't find any reference to these "family and friends" you mention. Are they summonable, nation-specific, or what?

Or are they in 3.02, and coming out soon?

They are an unluck event which balances a luck event.
Such as; a luck event which gives you large amounts of gold will often be followed by the appearance of "family and friends" that you didnt even know were nearby.

Before putting in 3.04..
if you have had troubles getting the new manuals then you might want to delete or move or rename the old one before doing the patch. Just in case that was a problem on your machine. Plus, then you can verify that there have been some changes.
