Scenario 207 oddity

I've just played Scenario 207 - Showdown at Tug Argan Pass as the Italians.

The Italian battalion HQ (called RCAO) - unit 24 in Scenhack - begins the scenario all alone, behind the enemy line.
Now I can't be 100% sure this is a mistake, but it sure looks odd to me.
