AI Constructed Facilities?

I'm trying to mod AI construction facilities data file-normal

1.How is the AI state decided?

2.Existing facilities upgrades do they happen automatically or not at all?
If not can this be added?

3.Can the AI be commanded to delete existing facilities, say a mine when factories have been researched and then build a factory?

Any thoughts appreciated...
