Yes, it can. Lithunwrap is really a texturing program, but it opens and saves .x, 3ds, and a slew of other files.

Texture sizes are by default 256x256, but people have successfully made models with multiple textures that size without problems. There are converters out there to make .3ds files into .x; Lithunwrap...
