IMO, it's hard to recommend one over the over. For every improvement in SEV over SEIV, there's a detriment of comparable magnitude. I can't say that SEV is better than SEIV; it's just somewhat...

I once used that to destroy Primordius' black hole, by setting it off in a system close enough to catch it in the blast. Unfortunately, the only system within range for that was the Zorg homeworld.

That limit only apllies to how many gems/slaves the mage can spend for one level boost plus fatigue reduction, not to the casting cost of the spell.
