I tend to plot such vector where there are no friendlies in or out preferably. AI loves to drop short almost as well as being too long.

The ratings (at least for AFVs) are based on assigning a T-55 value of "1.0". thus you can see (at least the ground combat systems) as being compared in their effectiveness to T-55.

TBH the map levels are "whatever suits", on some of my maps I had to use steps of 30 m, on others all levels are by 10 m etc. The only guideline is "that the map looks pretty" :)
