Looks like a standard M901 ITV "hammerhead" to me. The rest of the vehicle is likely obscured in a hull-down position (or just in tall grass). This was the whole point of developing the ITV's...

Just to note, unless something has changed, the load cost is calculated by figuring out the sum of the unit's weight and its personnel. Weight is generally either 0, 100, or 200, but many vehicles...

If you're talking about the vehicle in the second pic Marcello put up then its an M1114 with Frag armor (Frag Kits 1, 2, and 5 most likely), what appears to be an Objective Gunner Protection Kit...

The had set up Phalanx systems on trailers in Afghanistan from what I can remember to try and shoot down mortar bombs and rockets. They didn't use them in Iraq because of the potential for rounds...
