Ship size issues

I have two questions:

First: when I'm in game, I only minister that I use is the ship design minister. One of my main strategies is that I push my tech envelope as hard as I can, and keeping up...

I'm sorry... I have my head on backwards. If "Combat Sensors" give a 70% attack bonus in combat, does the addition of the "Astromech Droid" make the Attack Bonus 10%, 70%, or 80%?
