Once you unlock a ship during one of your games, it remains unlocked for future games and will show up for purchase occasionally. Before I unlocked any ships, I only ever saw the four starting ships...

I don't think it is, actually... there's not an easy way to change my away team size, that I konw of. Unless I find a life support module somewhere, I guess.
