The treaty is real, and is hard coded into the game data. There is no switch to "turn it off".

Formation number is another sort item. If you want the companies to appear ahead of the platoons, put the platoons lower down the formation list in Mobhack - but if the company has a different unit...

I haven;t looked into the order display in the game screens but I think it is (at least partly) based on the unit class of the first element?

The import csv into mobhack was deleted because it was a way to bring unvalidated data en masse into the OOBs, with no error checking whatsoever. Not coming back.

I would say NO! That would require every weapon, every unit, every scenario to be redone. And I believe there is a code limit of 255 to weapon range.
