I typically don't try to use up resources everywhere, even if I have the cash (which is rare). Some provinces don't produce anything I want, or are too far away from the gathering commanders.

Like, if I'm Man, I don't recruit independant Archers (like I do if I'm Ulm or Abysia, who don't have cheap missile troops). And, as Ulm, I won't recruit indie Heavy Infantries. And, in an indie province with just Militia or Slingers, I won't recruit anything, unless I need a quick commander.

In castles, it's a bit different. If I'm in a game where I build a lot of castles (and I try to do this more and more), I'll try to use the increased resources - plus, it's likely that, if there is a castle, either I want more of my native troops, or the local recruits are interesting.
