1) You get more for a decisive victory, down to the least for a decisive loss.
2) If you do not spend repair/upgrade points, then they accumulate (to a ceiling value of quite a large amount).
3) It depends. If you change something twice (or more) in a session then you will get the reduction each time (you might need that to change something to class X then class Y depending on the upgrade path). Also, the few points you do lose are more valuable at higher experience levels (e.g elite) since it takes longer to regain higher experience levels, less so for green troops to get better. So a panzer 4 which has
just turned elite is not a good candidate to lose 4-5 exp points by turning it into a tiger as it will be back to veteran level for several battles.
