Optimistic answer: a think-tank trying to improve our ability to identify potential terrorist threats in time to do something about them.
Pessimistic answer: a massive boondoggle that might manage to spin off some useful tech, but will mostly get bogged down in turf wars between the various intelligence bureaucracies.
