You can design a scenario with them coming on as reinforcements, with variable chance to appear if so desired.
If the human was allowed to randomly place these, then the AI would have the same problem as with paratroopers and helicopter borne assaults - it has no clue that it can happen, so will only react if they are spotted or take a V-hex, with the rest of the force advancing to the enemy.
