If you turn in a new direction you do a search, hence why you see previously unspotted units.
The game allows you an infinite number of looks, at no cost to you in MP or anything. So if you happily spun a unit a few hundred times before - then you would be highly likely to spot everyone. Hence the addition of the new rule where units that shift about for a new look, at short range, can attract opfire as a penalty for looking about.
And of course, if you do not like it then turn it off in the preferences screen.
