For my part I don't need "real moddability" in such a game - that is possibility to change the sprites, base game data, etc... let's say as in SE4 or Total War - but being able to create maps, scenarios, and add new ships would very welcome features. These are even requirements to see the game "live" , with a real active community.
From Andrew's reply I understand it won't be possible initially but maybe later in a patch - this sounds cool
