Exatly, many armies prior to the war did not see the need for an infantry toi have antitank capability, except 37mm and 75mm field guns. Some armies had AT rifles or developped them, but often at a snail pace.
The real kicker in this area was the HEAT round. Before that, any infantry AT capacities were marginal.
