Open the game manual, click link to "customising WinSPWW2" and scroll down to the "WinSPWW2 Unit Classes" list, then refer to "UnitClass 37=Engineer Tank" and check the Special Abilities column.

Also see the link to engineering and field defences (engineer vehicles are engineer type units and all engineer type units can clear all field defence types, unlike infantry)

So yes, it does clear mines. It's an engineer type vehicle after all.
