I don't think ghouls are a particular problem for Caelum, I wouldn't mistake a tactic which worked very well in a specific situation with something this nation has problems with. Arouse hunger is a great spell to cast 8 or so times as a surprise at somebody who has only put 1 PD all over, doesn't matter what nation they're playing. Sauromatia also has some of the very best PD in the game which makes reconquering the lost provinces a bit of a problem when you're suddenly at the bottom of a 3 person dogpile without much research done. I wouldn't mistake a good sauromatia ambush tactic with a weakness of Caelum, if I recall correctly the ghouls never took another province after the first round because I raised my PD to a mere 5 all over.
