Strider has you pointed in the right direction, but I just thought I would make sure each of your questions is answered.

1) Small arms fire is not factored separately in Salvo combat, so your Marines will not fire directly fire on enemy ships. Within the game abstraction of Salvo, Marines are mainly a constantly ready boarding party.

2) Yes. Boarding actions are possible any time two ships are grappled or fouled, and are crucial to many of the scenarios.

3) Which one was that? There are some conflicts between the Dutch and English, but Iím not sure that one is in the existing scenarios. However, Iím putting together a specification for a scenario builder, so soon you will be able to make the battle yourself.
