I had fooled myself too, as the default 3 opponent nations has a short-timer nation within it (East Germany), the clock will refuse to advance beyond that nation's end date.
(And West Germany is short-time as well. I made the mistake of choosing them as an opponent in a UK versus NATO "training exercise" LC in the early 50's forgeting they start off as a border guard force
Not a bug - and it is something mentioned in the manual anyway, but even I forgot about it for 5 minutes
