The problem with the patch has been resolved. There is a new version of the patch posted at

If you have downloaded the patch before 07/14/06 at 7:30 am EDST, please download the latest version now. The original patch was named, WinSPWW2_Ver1.1_Upgrade.zip. The most recent patch is named WinSPWW2_Ver1.1B_Upgrade.zip. Please make sure you are using the Version 1.1B patch. We are sorry for any inconvenience this has caused.

I would advise anyone who regularly PBEM to discuss this with their opponents BEFORE starting a new game to ensure everyone is working from the correct version
