Perpetual Storm

Does this stop all arrow fire per the description or does it affect accuracy similar to the storm spell?

edit: i just tested it and i dosnt stop all missle fire, it just reduced everyones precision to 6.

And, presumably, prevents 50% of all arrow fire, just like the Storm spell.
