Not impossible - merely difficult.

Both the US Army and USMC OOB's have armed UAV's that could be used for this. While it, of course, isn't exactly the same it would come pretty close.

I saw this explained on an episode of Numbers it was pretty cool looking. The algaritums for the military models would have to be insanly complex.

As far as in game stuff. you could possibly make a unit, based on the assumtion that the swarm's elements have to stay within a 50m radius. Other than that though, I have to agree with Anthony Scott.
