Mod - Luck

It seems some players may have issues with the scale mod I made. No problem, we can all play the way we like.

However the scale balancing aside, I think the dynamics of luck scale need addressing.

I have made a luck scale mod that, IMO takes care of the issues. Not a perfect fix by any stretch, but it's a good patch.

This way players can get a fix for luck scale without using all my scales. Compared to my scale mod, this luck is a bit toned down, as it no longer needs to compete with the othet scales.

This mod makes luck scale a bit less chaotic.
Everyone gets the same amount of luck, but the quality is heavily affected by the luck scale. Order scale no longer influences luck at all. Very lucky nations don't get slammed by bad events, and unlucky nations have no options that let them bypass/supress their misfortune.
