lands in or near a stream (so presumably plopping into mud) that its blast radius is reduced to a single hex.

Nice touch!

Or perhaps I wasn't paying enough attention when playing WinSPMBT?

Impressive work. Say, does a hill shield a unit from an artillery round's blast, e.g. if a unit is behind a hill, and a arty round hits on the other side of the hill, the hill will absorb fragments and blast?

Nope.

Blast effect is circular, and always has been.

But then in any other set of wargame rules, sich micro-detail is not applied either. Probably because the massive coding needed, or in the case of manual tabletop rules, masses of calcs and involved paragraphs of rules would add incredible complexity to the task for absolutely nil overall result in the final statistics.
