Flare Effect?

I found in the post something called "flare effect". What's this? Does it mean there any flare device used in the game to improve vision at night?

I remember talking about it, and how one attempted to generate the effect. I'm not sure about in SPWW2, but in SPMBT, I've generally given aircraft with flares a vision rating of 5 (often rather than 0) to simulate this. Its one method, but there is no built in flare launcher mechanism in game.
