Default Forts and Resources

Say we have 3 provinces that are adjacent to each other (A, B and C). A and B have castles with 40% admin.

I believe A and B will suck 40% of the resources from C. But will A and B draw 40% of the resources from each other?

i believe so and that is really the only reason not to just castle spam if you have the gold (though often i do anyway)

No. But the castle in B will keep A from drawing from it, likewise B won't be able to draw from A. Not such a big deal if they're both plains with very little resources and each drawing from high resource neighbors, since each could take 40% from, for instance, mountains in C.

A third castle that also bordered C would cause a problem though, as they can't get 120% of C's resources.

We have a conflict, but I'm gonna go with Cainehill here, since he seems more definite about it

Cainehill is right, provinces with forts are immune to administrative resource drain.
