Do sacred archers with the W9 quickness buff fire faster than normal ones?

Yes, but they also advance towards the enemy every single round.

Oddly, they don't seem to expend all of the 50% extra AP on movement. I can't 100% confirm that as I gave up on the experiment pretty fast, but I seem to remember they fired twice occasionally. Most of the time, you just see them run forward though, it's awesome.
