The result of various meetings the US Marine Corps Combined Action
Program was designed to provide a leadership element to local
Vietnamese forces with the idea that "leading by example" would generally
improve their capability.

Beginning in August 1968 Combined Action Platoons were assigned to
various Provincial Force units around USMC AOs.  This program
showed generally positive results, with some instances of rogue behavior
on the part of the CAPs, which lived with locally with their PF
unit.  The project ended with the termination of US involvement
in Vietnam.
