Under the direction of the Central Intelligence Agency, William Colby set up
the Intelligence Collection and Explotation Program in South Vietnam at the end
of 1967.  ICEX was the predecessor of the more well known and controversial
Pheonix program.

In August 1968, the Pheonix program officially started with Vietnamese cooperation.
On the surface the South Vietnamese Phung Hoang (Vietnamese for pheonix) was the
prime authority, but behind the scenes it appears that the US had a heavy precense.
US advisors, primarly from the US Navy SEALs, often participated in these operations.
